The General Teaching Council for Scotland

Dr Pauline Stephen is the Chief Executive and Registrar of The General Teaching Council for Scotland, a self-regulating organisation which operates independently of the Scottish government and is known to be the oldest regulatory body for teaching in the world following its 1965 establishment.

Career Overview

In her role, Dr Pauline is responsible for the leadership of GTC Scotland, the management of its strategic direction, operational efficiency and performance of its functions and for the delivery of responsibilities and duties placed on it by statute or by GTC Scotland Council decision. Each day, she strives to promote professionalism in teaching and high standards. 

Prior to becoming Chief Executive in place of the outgoing Ken Muir, Dr Pauline spent one-and-a-half years as the Council’s Director of Education, Registration and Professional Learning. Prior to joining GTC Scotland, she spent almost six years as the Director of Schools and Learning for Angus Council.

Dr Pauline has enjoyed a long and distinguished teaching career prior to taking on positions in educational authorities, working for the Aberdeenshire local authority as a primary school teacher for over 13 years and as a Psychologist and Inclusion and Integration Lead for a further three years. 

Education

Dr Pauline is an alumna of the University of Dundee, where she attained her Master’s Degree and Doctorate in the field of Educational Psychology.
